3.2 [PHILLIP BALI] is responsible for security as the responsible person, for the development, implementation and compliance with the security requirements defined for the company. The authority to give instructions and the responsibilities of [PHILLIP BALI] is regulated as follows:
3.2.1 [PHILLIP BALI ] performs the following tasks, among other things, with regard to the areas of air transport by air.3.2.2 He develop and update the air cargo security program of [MOVEMENTS INTERNATIONAL PTE LTD] to ensure that it meets the requirements of the legal basis.3.2.3 He shall ensure that the provisions of the air cargo security program are known to the persons in question as compulsory.3.2.4 He is responsible for overseeing the implementation of security controls and compliance with security procedures3.2.5 He shall introduce additional security measures or necessary corrective measures where the competent authority and its agents so order or where facts justify the assumption that air cargo security may be impaired.
3.2.6 He is the contact person for all questions of air cargo security.
3.3 In this part of the chapter MOVEMENTS INTERNATIONAL PTE LTD shall specify the procedures and measures of the internal quality assurance. Taking into account the requirement of the CIVIL AVIATION AUTHORITY OF FIJI that the provisions in the Air cargo security program should be audited annually (the internal validation checklist ) must be submitted .
3.3.1 MOVEMENTS INTERNATIONAL PTE LTD will document these measures as well as possible corrective measures. Copies of the documentation of the internal audits shall be communicated to the CIVIL AVIATION AUTHORITY OF FIJI without being asked for their implementation.
3.3.2 The internal validation checklist should be based on the security program submitted as well as on the company working processes at the sites designated . It is also necessary to take into account how you ensure that every external service provider used on behalf of your company complies with the legal requirements for air cargo security.
3.3.3 Describe how potential findings are weighted, how long they need to be remedied, and how the solutions are communicated on to the staff of all categories.
The internal quality checklist (similar to attachment 6-C3) must be submitted to CIVIL AVIATION AUTHORITY OF FIJI for all designated stations before designation.
4 Chapter: Site specific description
The following chapters shall either be described for each AIR CARGO SECURITY location or define a standard process and the exceptions from the standard.
Annexes
1. Name of Location (3-Letter Code)
1.1 Staff
1.1.1 Recruitment process
This chapter shall specify the procedures to ensure that all employees with direct and unaccompanied access to secured air cargo / air mail or employees performing security controls and / or screening are subject to a review, where the background and competence are judged. This also concerns the staff of companies carrying out activities on your behalf.
The scope of the procedure shall include information on the following points:
- background check
- pre-employment check
- Check of criminal records
- Interviews
- Other (provide details)
- Explain the elements, indicate which entity carries this element out and where applicable, indicate the preceding timeframe that is taken into account.
1.1.2 Training
This chapter shall specify, the measures for training (initial training / recurrent training) for all employees with direct and unaccompanied access to secured air cargo / air mail or employees who carry out security controls and / or screening and how their validity is monitored.
The following information shall be given with regard to initial training:
- Indication of the training content
- Duration of the training
The following information is to be given regarding the recurrent training :
- Indication of the training content
- Duration of the training
- Frequency of training
The extent to which the training and recurrent training measures are recognized and / or subject to authorization by the relevant local authorities must also be specified.
If external personnel (service providers) are employed, it is necessary to describe how training and recurrent trainings as well as recruitment process are monitored and supervised.
Where available, the service contract and the training programs shall be attached to the security program in English language. A list of all persons with unaccompanied access to secured air cargo must always be kept up to date.
1.2 Regulated Agent (RA3)
This chapter shall specify whether air cargo / air mail is handled by regulated agents, including the extent to which they have received approval on the basis of a national program of the third country in question. The following categories are to be distinguished:
a) Regulated agents performing the handling of air cargo / air mail under the responsibility of the ACC3
b) Regulated agents which received a validation by an CAAF aviation security validator in accordance to annex 6-C2 of Implementing Regulation (EU) 2017/815
In case regulated agents are used according to point:
a) the process of use is to be described in detail in Annex 1.5.
In the case of handling according to point:
b) the validation report (s) of the regulated agent (s) may alternatively be attached as an attachment to the site description of the AIR CARGO SECURITY location.
1.3 Known Consignor (KC3)
This chapter shall specify whether air cargo / air mail of Known consignors is handled, including the extent to which they have received approval on the basis of a national program of the third country in question.The following categories are to be distinguished:
a) Known consignor under the responsibility of the ACC3
b) Known consignor which received a validation by an CAAF aviation security validator in accordance to annex 6-C4 of Implementing Regulation (EU) 2017/815
In case known consignors are used according to point
a), the process of use is to be described in detail in Annex 1.5.
In the case of handling according to point
b), the validation report (s) of the known Consignor (s) may alternatively be attached as an attachment to the site description of the ACC3 location.
1.4 Account Consignor (AC3)
This chapter shall specify the extent to which air cargo / air mail is handled by account consignors. The following categories are to be distinguished:
a) air cargo/air mail of account consigners handled at the third-country airport under the responsibility of the ACC3
b) air cargo / air mail of account consignors handled at the third-country airport under the responsibility of an EU validated regulated agent
In case account consignors are used according to point
a), the process of use is to be described in detail in Annex 1.5.
In the case of handling according to point
b), the validation report (s) of the regulated (s) may alternatively be attached as an attachment to the site description of the ACC3 location.
1.5 Description of measures for air cargo and mail
This chapter shall specify the procedures and measures in concrete process descriptions how air cargo and/or air mail are handled at the relevant AIR CARGO SECURITY location.
The procedures and measures shall ensure that the cargo or mail which is intended to be loaded for transport in passenger and all-cargo and all-mail aircraft do not contain prohibited items.
1.5.1 Involved entities at the station
This chapter shall specify which entities are involved in the handling of air cargo or air mail at this location. (Acceptance of consignments, storage of consignments, screening of consignments, transport of screened / secured cargo / protection of screened / secured cargo). The concrete process description is to be carried out in the subsequent subchapters.

1.5.2 Cargo acceptance
This chapter shall specify the procedures by which the security status of a consignment is established and verified when it is accepted with regard to previous security controls.The procedure shall contain at least the following elements:
- Verification of whether the delivered consignment´s destination is an EU/EFA airport?
- Verification of whether the consignment is free from any signs of tampering, and
- Verification of whether the consignment has to be treated as high risk cargo and mail (HRCM). In this purpose it is necessary to indicate how cargo will be treated as high-risk cargo in accordance to number 6.7.2. a-c of the Commission Decision C (2015) 8005 and how it will be documented and communicated to third parties involved in the handling process.
- Verification of whether the consignment is delivered by a person nominated by an EU aviation security validated regulated agent or known consignor in accordance with number 6.8.5.1
b of the Annex to Implementing Regulation (EU) 2017/815 by verification of the status in the Union database on supply chain security and as listed in its own database (Part 6 of annex 6-C3 of Regulation (EU) 2017/815
- Verification of whether the consignment is presented with all the required security information (air waybill and security status information on paper or by electronic means) that corresponds to the air cargo and mail consignments being delivered.
The objective of the acceptance procedures is to establish whether the delivered air cargo and/or air mail is
a) intended for the EU; and
b) from a secure supply chain or screening is required, before loading the cargo into an aircraft.

1.5.3 Storage of cargo
This chapter shall specify who is responsible for the storage of the air cargo / air mail at the ACC3 location.
In this case, plans for the premises must be drawn up for all the entities involved and the following information should be given:
- Access procedures in general (own employees, external staff, visitor)
- Access from the public area to the s security area
- Procedure for Transport between the cargo storage area and the apron
- How is access to the area in which air cargo / air mail is handled or stored protected?
- Is documentation available for staff with unaccompanied access to security areas? Who is responsible for awarding the access authorization?
- Alarm and security measures
Interfaces and the security measures there, such as technical means by cameras, alarms, alarm-controlled (external) doors, must be indicated in the submitted plans.
1.5.4 Regulations for transfer/transit cargo
This chapter shall specify how the air carrier or a company acting on behalf of the air carrier, on the basis of the available data, checks whether additional security controls or screening are necessary or not in the context of transfer/transit cargo at the respective ACC3 location.
If this chapter does not apply, it must be explicitly negated.
1.5.5 Consolidated cargo
This chapter shall specify the specific processes in the compilation of consolidated cargo.
If this chapter does not apply, it must be explicitly negated.
1.5.6 Verification Union database on supply chain security
The procedures for verification in the Union database on supply chain security shall be described.
The verification is required, in particular, in the case of the acceptance of consignments from another ACC3 / RA3 / KC3 according to point 6.8.3.5 of Implementing Regulation 2017/815.
1.5.7 Cargo Security Declaration (CSD or eCSD)
This chapter shall specify a detailed description of the preparation of the transport documentation as required in number. 6.8.3.6 of the Annex to Implementing Regulation (EU) 2017/815.
In particular, reference shall be made to the different steps which have been done to establish that the required security controls have been applied in accordance with number 6.8.3.1 to 6.8.3.5 of the Annex to Implementing Regulation (EU) 2015/1998 in connection with Implementing Regulation (EU) 2017/815 before the accompanying documentation is produced.
It is also necessary to indicate whether the consignments are accompanied by the necessary documents confirming previous and current security controls.
Furthermore, it is to be shown which form of accompanying documentation is used.
1.5.8 Delivery and transportation of cargo
This chapter shall specify all interfaces where screened / secured air cargo / air mail is handed over to and transported by third parties before they are loaded into the aircraft.
1.5.9 Protection of cargo
This chapter shall specify who is responsible for the protection of cargo. This applies to the following areas:
- measures to prevent tampering during screening.
- measures to ensure EU/EEA bound air cargo/air mail to which security controls have been applied are protected from unauthorized interference from the time it has been secured until its loading
1.6 Screening of cargo and mail
1.6.1 Responsibilities
This chapter shall specify who is responsible for carrying out screening on air cargo and air mail at the respective ACC3 location.
It shall be described, whether screening is applied by the air carrier or on its behalf by an entity covered under the ACC3 cargo security programme?
The following information shall be given:
- Name and address of the site concerned
If not, which entities not covered by the ACC3 cargo security programme apply screening to air cargo or mail carried into the EU/EEA?
Specify the nature of these entities and provide details:
- Private handling company or Government regulated company or Government screening facility or body or Other
- Name and address of the site concerned
1.6.2 Screening methods/Screening measures
This chapter shall specify which screening methods/ screening measures are used in accordance with number 6.2.1 of Implementing Regulation (EU) 2015/1998 at the site concerned.
Therefore it is necessary to specify in detail the individual process in the application of the individual screening measure/method. It is also necessary to describe how it is ensured that the screening measure/method selected is employed to a standard sufficient to reasonably ensure that no prohibited items concealed in the consignment.
The process for the resolution of the alarm generated by the screening equipment shall be described.
For reasons of clarity, it is possible to include this information in the form of a working instruction as attachments to the site description.

1.6.3 Screening equipment
This chapter shall specify details of screening equipment (manufacturer, type, software version, standard, serial number, etc.) for all methods deployed.
Information on the use in accordance with the manufacturers' CONOPS (concept of operations) and whether the equipment is regularly tested and maintained shall be described.
Please also describe the structure of the screening area (arrangement of the devices). If possible, please draw up the location of the screening equipment in an overview plan and add this as an attachment to the site description.
If explosive detection dogs (EDD) are used, please describe precisely the approval process, training of dog and dog handler
Please ensure that the EDD is only trained for the detection of explosive material to match the criteria of Attachment 12-D, 12-E of Commission Implementing Decision C(2015)8005 and number 12.9 of Implementing Regulation (EU) 2015/1998 at the site concerned.
1.6.4 Screening of high risk cargo
Before high risk cargo and mail can be transported to an airport within the scope of Regulation (EC) No 300/2008, it shall be screened in accordance with number 6.7.3 of Commission Decision C (2015) 8005.
Specify, how high risk cargo will be screened at this location and how this is recorded in the transport documentation.
1.6.5 Exemptions for screening
This chapter shall specify which consignments are excluded from screening in the third country concerned and apply to EU Cargo.
It is compulsory to take into account that only exemptions pursuant to number 6.2.1 of Commission Decision C (2015) 8005 may apply to air cargo/air mail to the EU.

2.5 Description of measures for air cargo and mail

2.5.2 Cargo acceptance
This chapter shall specify the procedures by which the security status of a consignment is established and verified when it is accepted with regard to previous security controls.
The procedure shall contain at least the following elements:
- Verification of whether the delivered consignment´s destination is an EU/EFA airport?
- Verification of whether the consignment is free from any signs of tampering, and
- Verification of whether the consignment has to be treated as high risk cargo and mail (HRCM). In this purpose it is necessary to indicate how cargo will be treated as high-risk cargo in accordance to number 6.7.2. a-c of the Commission Decision C (2015) 8005 and how it will be documented and communicated to third parties involved in the handling process.
- Verification of whether the consignment is delivered by a person nominated by an EU aviation security validated regulated agent or known consignor in accordance with number 6.8.5.1 b of the Annex to Implementing Regulation (EU) 2017/815 by verification of the status in the Union database on supply chain security and as listed in its own database (Part 6 of annex 6-C3 of Regulation (EU) 2017/815
- Verification of whether the consignment is presented with all the required security information (air waybill and security status information on paper or by electronic means) that corresponds to the air cargo and mail consignments being delivered.
The objective of the acceptance procedures is to establish whether the delivered air cargo and/or air mail is
a) intended for the EU; and
b) from a secure supply chain or screening is required,
before loading the cargo into an aircraft.
2.5.3 Storage of cargo
This chapter shall specify who is responsible for the storage of the air cargo / air mail at the ACC3 location.
In this case, plans for the premises must be drawn up for all the entities involved and the following information should be given:
- Access procedures in general (own employees, external staff, visitor)
- Access from the public area to the s security area
- Procedure for Transport between the cargo storage area and the apron
- How is access to the area in which air cargo / air mail is handled or stored protected?
- Is documentation available for staff with unaccompanied access to security areas? Who is responsible for awarding the access authorization?
- Alarm and security measures
Interfaces and the security measures there, such as technical means by cameras, alarms, alarm-controlled (external) doors, must be indicated in the submitted plans.
2.5.4 Regulations for transfer/transit cargo
This chapter shall specify how the air carrier or a company acting on behalf of the air carrier, on the basis of the available data, checks whether additional security controls or screening are necessary or not in the context of transfer/transit cargo at the respective ACC3 location.
If this chapter does not apply, it must be explicitly negated.
2.5.5 Consolidated cargo
This chapter shall specify the specific processes in the compilation of consolidated cargo.
If this chapter does not apply, it must be explicitly negated.
2.5.6 Verification Union database on supply chain security
The procedures for verification in the Union database on supply chain security shall be described.
The verification is required, in particular, in the case of the acceptance of consignments from another ACC3 / RA3 / KC3 according to point 6.8.3.5 of Implementing Regulation 2017/815.
2.5.7 Cargo Security Declaration (CSD or eCSD)
This chapter shall specify a detailed description of the preparation of the transport documentation as required in number. 6.8.3.6 of the Annex to Implementing Regulation (EU) 2017/815.
In particular, reference shall be made to the different steps which have been done to establish that the required security controls have been applied in accordance with number 6.8.3.1 to 6.8.3.5 of the Annex to Implementing Regulation (EU) 2015/1998 in connection with Implementing Regulation (EU) 2017/815 before the accompanying documentation is produced.
It is also necessary to indicate whether the consignments are accompanied by the necessary documents confirming previous and current security controls.
Furthermore, it is to be shown which form of accompanying documentation is used.
2.5.8 Delivery and transportation of cargo
This chapter shall specify all interfaces where screened / secured air cargo / air mail is handed over to and transported by third parties before they are loaded into the aircraft.
2.5.9 Protection of cargo
This chapter shall specify who is responsible for the protection of cargo. This applies to the following areas:
- measures to prevent tampering during screening.
- measures to ensure EU/EEA bound air cargo/air mail to which security controls have been applied are protected from unauthorized interference from the time it has been secured until its loading
2.6 Screening of cargo and mail
2.6.1 Responsibilities
This chapter shall specify who is responsible for carrying out screening on air cargo and air mail at the respective ACC3 location.
It shall be described, whether screening is applied by the air carrier or on its behalf by an entity covered under the ACC3 cargo security programme?
The following information shall be given:
- Name and address of the site concerned
If not, which entities not covered by the ACC3 cargo security programme apply screening to air cargo or mail carried into the EU/EEA?
Specify the nature of these entities and provide details:
- Private handling company or Government regulated company or Government screening facility or body or Other
- Name and address of the site concerned
2.6.2 Screening methods/Screening measures
This chapter shall specify which screening methods/ screening measures are used in accordance with number 6.2.1 of Implementing Regulation (EU) 2015/1998 at the site concerned.
Therefore it is necessary to specify in detail the individual process in the application of the individual screening measure/method. It is also necessary to describe how it is ensured that the screening measure/method selected is employed to a standard sufficient to reasonably ensure that no prohibited items concealed in the consignment.
The process for the resolution of the alarm generated by the screening equipment shall be described.
For reasons of clarity, it is possible to include this information in the form of a working instruction as attachments to the site description.

Information on the use in accordance with the manufacturers' CONOPS (concept of operations) and whether the equipment is regularly tested and maintained shall be described.
Please also describe the structure of the screening area (arrangement of the devices). If possible, please draw up the location of the screening equipment in an overview plan and add this as an attachment to the site description.
If explosive detection dogs (EDD) are used, please describe precisely the approval process, training of dog and dog handler
Please ensure that the EDD is only trained for the detection of explosive material to match the criteria of Attachment 12-D, 12-E of Commission Implementing Decision C(2015)8005 and number 12.9 of Implementing Regulation (EU) 2015/1998 at the site concerned.
2.6.4 Screening of High Risk Cargo
Before high risk cargo and mail can be transported to an airport within the scope of Regulation (EC) No 300/2008, it shall be screened in accordance with number 6.7.3 of Commission Decision C (2015) 8005.
Specify, how High risk cargo will be screened at this location and how this is recorded in the transport documentation.
2.6.5 Exemptions for screening
This chapter shall specify which consignments are excluded from screening in the third country concerned and apply to EU Cargo.
It is compulsory to take into account that only exemptions pursuant to number 6.2.1 of Commission Decision C (2015) 8005 may apply to air cargo/air mail to the EU.

This also concerns the staff of companies carrying out activities on your behalf.
The scope of the procedure shall include information on the following points:
- background check
- pre-employment check
- Check of criminal records
- Interviews
- Other (provide details)
Explain the elements, indicate which entity carries this element out and where applicable, indicate the preceding timeframe that is taken into account.
3.1.2 Training
This chapter shall specify, the measures for training (initial training / recurrent training) for all employees with direct and unaccompanied access to secured air cargo / air mail or employees who carry out security controls and / or screening and how their validity is monitored.
The following information shall be given with regard to initial training:
- Indication of the training content
- Duration of the training
The following information is to be given regarding the recurrent training
- Indication of the training content
- Duration of the training
- Frequency of training
The extent to which the training and recurrent training measures are recognized and / or subject to authorization by the relevant local authorities must also be specified.
If external personnel (service providers) are employed, it is necessary to describe how training and recurrent trainings as well as recruitment process are monitored and supervised.
Where available, the service contract and the training programs shall be attached to the security program in English language. A list of all persons with unaccompanied access to secured air cargo must always be kept up to date.
3.2 Regulated Agent (RA3)
This chapter shall specify whether air cargo / air mail is handled by regulated agents, including the extent to which they have received approval on the basis of a national program of the third country in question.
The following categories are to be distinguished:
e) Regulated agents performing the handling of air cargo / air mail under the responsibility of the ACC3
f) Regulated agents which received a validation by an EU aviation security validator in accordance to annex 6-C2 of Implementing Regulation (EU) 2017/815
In case regulated agents are used according to point a), the process of use is to be described in detail in Annex3.5.
In the case of handling according to point b), the validation report (s) of the regulated agent (s) may alternatively be attached as an attachment to the site description of the ACC3 location.
3.3 Known Consignor (KC3)
This chapter shall specify whether air cargo / air mail of Known consignors is handled, including the extent to which they have received approval on the basis of a national program of the third country in question.

e) Known consignor under the responsibility of the ACC3
f) Known consignor which received a validation by an EU aviation security validator in accordance to annex 6-C4 of Implementing Regulation (EU) 2017/815

3.4 Account Consignor (AC3)
This chapter shall specify the extent to which air cargo / air mail is handled by account consignors.
The following categories are to be distinguished:
e) air cargo/air mail of account consigners handled at the third-country airport under the responsibility of the ACC3
f) air cargo / air mail of account consignors handled at the third-country airport under the responsibility of an EU validated regulated agent
In case account consignors are used according to point a), the process of use is to be described in detail in Annex 3.5.
In the case of handling according to point b), the validation report (s) of the regulated (s) may alternatively be attached as an attachment to the site description of the ACC3 location.
3.5 Description of measures for air cargo and mail
This chapter shall specify the procedures and measures in concrete process descriptions how air cargo and/or air mail are handled at the relevant ACC3 location. The procedures and measures shall ensure that the cargo or mail which is intended to be loaded for transport in passenger and all-cargo and all-mail aircraft do not contain prohibited items.
3.5.1 Involved entities at the station
This chapter shall specify which entities are involved in the handling of air cargo or air mail at this location. (Acceptance of consignments, storage of consignments, screening of consignments, transport of screened / secured cargo / protection of screened / secured cargo). 3.3 In this part of the chapter MOVEMENTS INTERNATIONAL PTE LTD shall specify the procedures and measures of the internal quality assurance. Taking into account the requirement of the CIVIL AVIATION AUTHORITY OF FIJI that the provisions in the Air cargo security program should be audited annually (the internal validation checklist ) must be submitted .
3.3.1 MOVEMENTS INTERNATIONAL PTE LTD will document these measures as well as possible corrective measures. Copies of the documentation of the internal audits shall be communicated to the CIVIL AVIATION AUTHORITY OF FIJI without being asked for their implementation.
3.3.2 The internal validation checklist should be based on the security program submitted as well as on the company working processes at the sites designated . It is also necessary to take into account how you ensure that every external service provider used on behalf of your company complies with the legal requirements for air cargo security.
3.3.3 Describe how potential findings are weighted, how long they need to be remedied, and how the solutions are communicated on to the staff of all categories.
The internal quality checklist (similar to attachment 6-C3) must be submitted to CIVIL AVIATION AUTHORITY OF FIJI for all designated stations before designation.
4 Chapter: Site specific description

- measures to ensure EU/EEA bound air cargo/air mail to which security controls have been applied are protected from unauthorized interference from the time it has been secured until its loading

1.6.2 Screening methods/Screening measures
This chapter shall specify which screening methods/ screening measures are used in accordance with number 6.2.1 of Implementing Regulation (EU) 2015/1998 at the site concerned.
Therefore it is necessary to specify in detail the individual process in the application of the individual screening measure/method. It is also necessary to describe how it is ensured that the screening measure/method selected is employed to a standard sufficient to reasonably ensure that no prohibited items concealed in the consignment.
The process for the resolution of the alarm generated by the screening equipment shall be described.

The procedures and measures shall ensure that the cargo or mail which is intended to be loaded for transport in passenger and all-cargo and all-mail aircraft do not contain prohibited items.
2.5.1 Involved entities at the station

2.5.2 Cargo acceptance
This chapter shall specify the procedures by which the security status of a consignment is established and verified when it is accepted with regard to previous security controls.
The procedure shall contain at least the following elements:
- Verification of whether the delivered consignment´s destination is an EU/EFA airport?
- Verification of whether the consignment is free from any signs of tampering, and
- Verification of whether the consignment has to be treated as high risk cargo and mail (HRCM). In this purpose it is necessary to indicate how cargo will be treated as high-risk cargo in accordance to number 6.7.2. a-c of the Commission Decision C (2015) 8005 and how it will be documented and communicated to third parties involved in the handling process.
- Verification of whether the consignment is delivered by a person nominated by an EU aviation security validated regulated agent or known consignor in accordance with number 6.8.5.1 b of the Annex to Implementing Regulation (EU) 2017/815 by verification of the status in the Union database on supply chain security and as listed in its own database (Part 6 of annex 6-C3 of Regulation (EU) 2017/815
- Verification of whether the consignment is presented with all the required security information (air waybill and security status information on paper or by electronic means) that corresponds to the air cargo and mail consignments being delivered.
The objective of the acceptance procedures is to establish whether the delivered air cargo and/or air mail is
a) intended for the EU; and
b) from a secure supply chain or screening is required,
before loading the cargo into an aircraft.
2.5.3 Storage of cargo
This chapter shall specify who is responsible for the storage of the air cargo / air mail at the ACC3 location.

It is also necessary to describe how it is ensured that the screening measure/method selected is employed to a standard sufficient to reasonably ensure that no prohibited items concealed in the consignment.
The process for the resolution of the alarm generated by the screening equipment shall be described.

3.6.3 Screening equipment
This chapter shall specify details of screening equipment (manufacturer, type, software version, standard, serial number, etc.) for all methods deployed.
Information on the use in accordance with the manufacturers' CONOPS (concept of operations) and whether the equipment is regularly tested and maintained shall be described.
Please also describe the structure of the screening area (arrangement of the devices). If possible, please draw up the location of the screening equipment in an overview plan and add this as an attachment to the site description.
If explosive detection dogs (EDD) are used, please describe precisely the approval process, training of dog and dog handler
Please ensure that the EDD is only trained for the detection of explosive material to match the criteria of Attachment 12-D, 12-E of Commission Implementing Decision C(2015)8005 and number 12.9 of Implementing Regulation (EU) 2015/1998 at the site concerned.
3.6.4 Screening of High Risk Cargo
Before high risk cargo and mail can be transported to an airport within the scope of Regulation (EC) No 300/2008, it shall be screened in accordance with number 6.7.3 of Commission Decision C (2015) 8005.
Specify, how High risk cargo will be screened at this location and how this is recorded in the transport documentation.
3.6.5 Exemptions for screening
This chapter shall specify which consignments are excluded from screening in the third country concerned and apply to EU Cargo.
It is compulsory to take into account that only exemptions pursuant to number 6.2.1 of Commission Decision C (2015) 8005 may apply to air cargo/air mail to the EU.

1. Shipment Acceptance: Movements International Fiji reserves the right to accept or reject any airfreight shipment based on various factors including but not limited to size, weight, contents, and compliance with local laws and regulations.
2. Packaging Requirements: Shipments must be properly packaged and labeled to ensure safe handling and transportation. The shipper is responsible for ensuring compliance with all relevant packaging regulations and guidelines.
3. Customs Documentation: The shipper is required to provide all necessary customs documentation accurately and in a timely manner. Failure to do so may result in delays or additional charges. Movements International Fiji may assist with customs clearance upon request and subject to additional fees.
4. Charges and Payment: Airfreight charges are based on various factors such as weight, volume, destination, and additional services required. Payment terms will be determined between Movements International Fiji and the shipper, and they may vary depending on the agreed-upon contract or any specific arrangements.
5. Insurance: Movements International Fiji may offer cargo insurance coverage upon request and subject to applicable terms and premiums. The shipper is responsible for determining the appropriate insurance coverage required for their shipment.
6. Delays and Liability: Movements International Fiji will make reasonable efforts to ensure timely delivery of airfreight shipments. However, unforeseen circumstances or events beyond their control (e.g., weather conditions, flight delays, customs inspections) may result in delays. Movements International Fiji's liability for any loss, damage, or delay is limited under the terms of their contract and may be subject to international conventions and applicable local laws.
7. Dangerous Goods: Shipments containing dangerous goods must comply with all relevant regulations and requirements. The shipper is responsible for properly declaring and packaging dangerous goods, as well as providing all necessary documentation and notifications.
8. Claims: In the event of loss, damage, or delay, the shipper must notify Movements International Fiji in writing within a specified timeframe. Claims will be processed in accordance with the terms and conditions outlined by Movements International Fiji and any applicable laws or international conventions.
9. Compliance: The shipper must comply with all applicable laws, regulations, and restrictions related to airfreight transportation, including but not limited to export controls, sanctions, and trade compliance. Movements International Fiji may refuse to handle any shipment that violates these requirements.
10. Dispute Resolution: Any disputes arising from airfreight trading with Movements International Fiji shall be resolved amicably through negotiation. If an agreement cannot be reached, the parties may pursue legal remedies according to the laws and jurisdiction agreed upon in their contract.
